Way Forward of MYTLAS

TEAM Newsfeed

31 May 2023, Glenmarie Golf & Country Club, Selangor

Way Forward of MYTLAS

Requiring multiple MYTLAS for one consignment, the proposal of increasing MYTLAS fees, compliance of MYTLAS to EUDR, industry members’ comments on MYTLAS were deliberated at the MTIB MYTLAS Promotion Programme with Industry (Central Region) in Glenmarie Hotel & Golf Resort Shah Alam, Selangor.

The event was attended by representatives from TEAM which included TEAM President Mr Chua Song Fong, Hon. Treasurer Mr Wong Kar Wai, Committee Members Mr Albert Low, Mr Leonard Chew, Mr Chris Tan and Executive Advisor Mr Lee Leh Yew.

The Director General of MTIB, Dr Zamri in his Opening Speech emphasized the importance for MTIB to work together with the industry to overcome the current challenges faced by industry.

Mr Chua, the President provided suggestions for improvement of MYTLAS, the excerpt from the event as follows:

Multiple MYTLAS Required for 1 Consignment

Mr Wong raised the case when different species were involved in one shipment, multiple MYTLAS are required. This had caused confusion to the oversea buyers. MTIB is advised to look into it.

Potential Increase of MYTLAS Fees

Mr Chua and Mr Chris Tan suggested that MTIB should keep the MYTLAS fee at a reasonable and workable level to avoid increasing the burden to the industry and to allow the industry to be more competitive in the international markets.

Way Forward of MYTLAS

“The market demand (for legality assurance) is increasing, EUTR will be replaced by EUDR, and USDR is also in motion beside the current Lacey Act, we cannot think that MYTLAS will be enough for the next 5 years. We have to be competitive or we will lose out to other markets.” was the statement of Mr Chua at the session.

MTIB took note of all the points raised.

“Past Review, Way Forward: Your Future”

TEAM Newsfeed

18 and 19 May 2023, Bukit Tinggi, Pahang

“Will inbound fumigation for logs and sawn timber be allowed? When?”

“Is Malaysia ready to provide geolocation? When?”

These red-hot questions from the industry had been discussed during the “Past Review, Way Forward: Your Future” event held by TEAM in Colmar Tropicale, Bukit Tinggi, Pahang.

The purpose of the event is to review the development of the timber industry of Malaysia in its early days and to discuss the way forward with the relative agencies and stakeholders.

In line with this, TEAM has invited representatives from the Ministry of Plantation and Commodities (MPC), Malaysian Timber Industry Board (MTIB), Forestry Department of Peninsular Malaysia (FDPM), Malaysian Timber Council (MTC) and Malaysian Timber Certification Council (MTCC) to give presentations on the past contributions and future plans of their organisation/agencies on the development of the timber industry in Malaysia.

All speakers were invited to a panel session where dialogue was held between the speakers and participants.

Extract herewith some points from the panel discussion.

… To allow inbound fumigation to be done in Malaysia
Although DOA laws currently do not allow inbound fumigation, the Industry have requested the Government to review this proposal by the industry in order to solve raw material shortage issue and help the industry members remain competitive in the field of export.

… The increase in certain fees by MTIB
TEAM members pointed out that all sectors of the timber industry should bear fair responsibility, and increased cost should not just be directed to one sector.

… By developing a geolocation mechanism in Malaysia
Mr Marco Poot of Blue Roots Sdn Bhd suggested to the Forestry Department to take a look at the geolocation implemented in the African region. If this could be done there, it could be possible in our forests.

Members of TEAM were able to voice out their concerns and give constructive suggestions to the relevant agencies. The panel speakers were receptive to the suggestions made during the 3-hour long panel discussion session.

Special thanks to the Speakers:

TEAM Newsfeed

28 April 2023, Shah Alam, Selangor

TEAM held its 68th Annual General Meeting (AGM) in The Saujana Hotel Kuala Lumpur on 28 April 2023.

The members had a good interaction dialogue session with the Committee Members after the presentation of the President’s Report 2022. Several members who attended the event gave positive comments that the interactive environment was vibrant and it was a step forward from the previous AGMs.

Extract below were the notable discussions and announcements at the AGM.
TEAM’s Participation at the Annual Dialogue of TIF with The Forestry Department
The annual dialogue between the Malaysian Timber Industry Forum (TIF) with the Forestry Department was held on 7 March 2022. At the dialogue, it was mentioned that the total Annual Allowable Cut (Catuan Tebangan Tahunan, CTT) for the year was 37,710 Ha.

Mr Chua Song Fong, the President appreciated the effort of the Forestry Department in providing the industry with data on forestry.

Discussion on Importation of Western Red Cedar (WRC) Logs from Canada for Inbound Fumigation Treatment in Malaysia

The demand for raw timber supply has increased in line with market demand as well as the direction of the National Timber Industry Policy towards the direction of production of value-added/downstream products. There is a significant gap between the current supply of timber and domestic demand.

The industry suggested having trial shipments of untreated WRC sawn timber from Canada to be treated in Malaysia under inbound fumigation to reduce the costs of WRC sawn timber imports from Canada and to increase import volumes of wood to cover the shortage of material supply raw timber in the country.

It was urged that the Department of Agriculture (DoA) will be more receptive and to observe the practices of neighbouring countries, like Vietnam, Indonesia on importation.

Discussion on the Export of Wood Chips

TEAM believes in free trade. There was request from some sectors of timber industry to ban the export of wood chips to cater the supplies for domestic market consumption.

It was emphasized that all sectors should be given the freedom to trade and growing the businesses together will be definitely a better solution.

MTC Debriefing Session on EU Deforestation Regulation (EUDR)

An MTC-MTA delegation visited Belgium and The Netherlands from 3 to 9 September to present the perspective of the Malaysian Timber Industry on EUDR. Mr Chua commented that though the implementation of the regulations is seemingly inevitable, we (the Malaysian Timber Industry) had presented our position.

Mr Michael Hermens of APP Timber commented that there are little industry members can do to change the situation and we should start looking for ways to comply with the requirements.

The industry is looking forward to the assistance from the Government in preparation for compliance.

Announcement of Project: My D.R.E.A.M. Forest

Mr Chua presented the project of TEAM entitled “My Dedication to Reforestation Efforts in Areas of Malaysia (My D.R.E.A.M.)”

The project is aimed to restore degraded forest areas in Malaysia. Several engagements and site visits with the forestry department were made and the project location had been identified. TEAM’s vision is the convert the existing palm oil plantations back into forest land over a period of two decades.

After the dialogue session, all members were invited to a Get-Together dinner hosted by TEAM, for further business networking engagements.
